Pakipay is a micropayment solution launched by super technologies. They also presented on the recent Launchpad Event in Karachi.

They are in alpha stage and are looking for trial customers at this point, the model currently is to be able to trasnfer balance between different operators, enabling you to pay (some thing easypaisa is also doing) by using the existing telecom services.
